El pasado de there are es there were, que quiere decir hubo o había:
Había muchos autos / There were a lot of cars
Hubo muchos problemas / There were many problems
¿Hubo muchos problemas? / Were there many problems?
Para hablar en futuro debes decir there will be, que quiere decir habrá. Puede contraerse como There’ll be.
Habrá una fiesta mañana / There’ll be a party tomorrow
Habrá mucha gente / There’ll be a lot of people
